To do list

1. Research locations, government.
2. Learn language (French will be useful, many French speaking countries)
3. Raise private funds for initial scouting/mission trip
4. Go on scouting/mission trip/trips
Note: possibly combine multiple trips to neighboring countries
A. Assess specific needs, geographical locations
B. Find potential locations for permanent bases
C. Calculate total costs for installation and continued operation
D. Make local disciples, sow spiritual seed to grow until permanent base is established.
5. Find long-term deployable missionaries.
A. Experienced farmers/ agriculture specialists
B. Doctors and nurses. Preferrably professional, but may be taught under the leadership of already deployed professionals.
C. Teachers and evangelists. People learned in the bible and full of the spirit.
D. Language specialists. Can be trained on existing missions, in indigenous languages.
E. Defense specialists. Ex military preferred, use extremely careful judgement and prayer, no trigger happy thugs and no cowardly people.  Only as needed/ God directed

6. Find one-time and persistent sponsors.  If possible, pay for land/buildings straight up. No loans. Sponsor money not to be used for airfare/personal needs unless donated expressely for that purpose.

7. Get government approval for NGO/missionary work
Note: In warfare zones, possibly attempt to contact opposition, make agreements. Use care. Trust noone unless led by the holy spirit

8.  Deploy.
A. Establish temporary bases of operation.
B. Continue existing community relations. Find people in greatest need, and minister to them.
C. Build permanent base of operations.
I. include outside temporary missionaries to assist in construction.
II. hire people in need to help build the base, stimulating economic growth
III. Establish stratagem for acquiring and distributing clean water, food.
IV. Build chapel and establish regular prayer/worship/teaching
D.  Acquire agriculturally viable land.
I. Hire workers to cultivate the land.
II. Assist workers in building houses within the compound
9. Sustain
A. Cycle new permanent missionaries in, under instruction of old permanent missionaries.
B. Redistribute experienced missionairies to task forces that are in need
C. Assist work with temporary missionaries
10. Repeat
